What are the rules of having someone ells play minecraft on same PC? or is that not aloud?

Do you mean using an alt? That's allowed so long as you aren't using it to get extra rewards. Vote keys, Donator kits, event rewards, etc

well kinda like a alt account but another person will be playing. i assume rules would apply just the same as if someone was to use 2 accounts, sense it's on same pc.

If it's two individual people playing, they can both get vote rewards and such. Though, one of you will have to vote using either phone data or a VPN/Proxy since the vote sites only allow 1 vote per IP address.

Correct me if I'm wrong, but as I understand it, the spirit of the rule is to prevent the following: An individual with multiple accounts could vote, claim daily/weekly kits, and then transfer all their keys and kits to their main character. This would constitute a pretty big advantage over those without alts that they could abuse similarly.
